Civic Federation report opposes Rauner budget, offers recommendations

Republican Gov. Bruce Rauner’s recommended budget for the 2018 fiscal year neither provides a detailed plan to close the state’s $4.6 billion operating deficit nor does it address the massive unpaid bill backlog, according to an annual report released Tuesday by the Civic Federation.

The Chicago-based tax policy and government watchdog group’s Institute for Illinois’ Fiscal Sustainability says it opposes the governor’s plan because it “relies on uncertain savings, one-time revenues,” as well as the passage of the Senate’s “grand bargain” budget package, the fate of which remains unknown.
