Only in Illinois: Illinois budget deal emerges to chilly reception from Madigan

A deal announced this week by the Democratic and Republican leaders of the Illinois Senate produced the first real ray of hope on the Illinois budget impasse in months. Even Gov. Bruce Rauner went out of his way to praise the Senate for producing an agreement that mixes reforms (pension reform, a property tax freeze, workers’ compensation reform, government consolidation) with new sources of revenue to create what would be the state’s first true budget in 18 months.
