Reeder: Rauner ‘gutless’ on bill to stop recovering prison costs

SPRINGFIELD – Back in the days when I used to cover criminal courts in Texas, a prosecutor friend of mine had a standard summation: “These are halls of justice, not halls of mercy.”

He’d then ask for the maximum penalty for the offense to be leveled against the defendant.

As time has passed, I’ve come to the conclusion that justice ought to be tempered with mercy.

In fact, mercy can make for good public policy.

A good case in point is this ridiculous notion of suing inmates to make them pay for their cost of incarceration.
