Dueling Illinois stopgap budget measures emerge, leaders say progress made

As competing stopgap and education budget proposals emerged in Springfield Tuesday, Gov. Bruce Rauner and the four legislative leaders met behind closed doors for nearly three hours to discuss the plans ahead of tomorrow’s General Assembly session.  

Speaker Michael Madigan, D-Chicago, emerged from the talk saying he was “optimistic” and believes “we can settle a host of problems.” He added Rauner and the legislative leaders should sleep on the discussions and talk further first thing Wednesday.

The General Assembly is scheduled convene Wednesday in a session that both sides hope will bring agreements…
