Video highlights: Would most tax bills go up or down in new system?

In Part 4 of the video highlights from the Reboot Illinois/Citizens Club of Springfield tax forum, Ted Debrowski of the Illinois Policy Institute critizes the Center for Tax and Budget Accountability’s progressive tax proposal as being a tax increase on most people.

Dabrowski and panelist Ralph Martire also give widely divergent scenarios for Illinois’ future should the state allow the current 5 percent tax rate to fall to 3.75 percent in 2015, as is scheduled to happen under current Illinois law. If the lower rate goes into effect, it will mean Illinois loses somewhere in the neighborhood of $7 billion annually.
